Organizational Structure
As a County District Library , the Dr. Samuel L. Bossard Memorial Library
is governed by the laws of Ohio regarding public libraries. Additionally,
the library is governed by a seven member - volunteer - Board of Trustees,
appointed by the Board of County Commissioners or the Judge of the Court
of Common Pleas. The Board hires a Director
to
build a collection of materials, staff and services, and to manage those
services within the constraints of an annual budget. The annual budget
is
recommended by the Director, approved by the Board of Trustees, and submitted
to the Gallia County Budget Commission. The Board of Trustees then approves
an annual appropriation which is followed by the Director in managing the
library and its resources. The Board also hires a Treasurer
to
manage the library's cash resources, paying the bills and reporting all
financial transactions. Library employees are hired and supervised by the
Library Director, with the assistance of designated staff. Library services
are provided by library employees, supervised by designated staff, under
the direction of the Library Director, following the guidelines established
by Board adopted policies.

Gallia County's Trustees are... Robert E. Jenkins, Elaine Armstrong, Larry Shong, Jay Caldwell, Edie Bostic, Traci Sisson-Good, and Leanna Martin.
Compliments and Complaints:
Comments about library service, good or bad, need to go to the Library
Director to benefit the management process. Comments may be channeled
through the customer service staff or through the Board of Trustees. The
role of the Board of Trustees is to listen to, and help identify, the needs
of the community and to help translate those needs into policies which
will guide the direction of library collections, staff, and services.
Members meet monthly at the Library. Look for meeting notices in the
Daily Tribune under the "Community Calendar. Regular meetings are the second
Tuesday of each month at 5:00 p.m.
